Annie Barton, Ph.D.
Founder
Annie is an education leader, mixed-methods researcher, and consultant with nearly 20 years of experience across classroom teaching, school leadership, and large-scale research and evaluation. She brings a uniquely integrated perspective to her work, combining rigorous methodology with a deep understanding of school systems and educator experience.
As the founder of Wasatch Education Group, Annie partners with schools, districts, nonprofits, and education-related organizations to help them make informed, people-centered decisions. Her work spans research and evaluation, grading and assessment redesign, professional learning systems, and strategic visioning for instructional improvement. She is known for forming strong relationships with clients, translating research and evaluation evidence into clear insights, and facilitating meaningful conversations that move practice forward.
Before launching WEG, Annie spent more than six years at the Utah Education Policy Center, where she led and supported evaluations and research projects across a wide range of education topics, including educator professional learning, STEM programming, and State Education Agency (SEA) capacity-building. Her portfolio includes both small-scale studies and large, multi-year evaluations for universities, districts, and state and federal agencies. During this time, Annie developed specialized expertise in evaluating federally funded programs—such as National Professional Development grants and Comprehensive Centers—alongside deep experience in mixed-methods research design. Her methodological strengths include qualitative inquiry, data collection, and analysis that elevates educator and stakeholder perspectives.
Earlier in her career, Annie served as Academic Dean at Rowland Hall Middle School, where she co-designed a school-wide grading system, supported instructional development, and led strategic initiatives across the middle school. She also brings firsthand classroom and leadership experience as a former middle school teacher and assistant principal, beginning her career as a Teach For America corps member in Denver.
Annie holds a Ph.D. in Educational Leadership and Policy from the University of Utah, an M.A. in Curriculum, Pedagogy, and Urban Leadership from the University of Colorado Denver, and a B.A. in Classics from Bates College. She is located in Salt Lake City.
